London, fre 31 jan
11 o'clock the Bow Street Magistrates Court in London resumes hearings on the extradition of Chechen politician Akhmed Sakajev, who was arrested at Russia's request by the British police on December 5 and then released on bail. The next court hearing is Fri, Feb 24.

Oberst Budanov blev i dag kendt "sindssyg i gerningsøjeblikket" og skal ikke straffes for voldtægt og mord på en 18-årig tjetjensk kvinde. Budanovsagen skal vise at Rusland skam retsforfølger forbrydelser i Tjetjenien. Budanov blev erklæret sindssyg af det berygtede Serbski-institut, der har de samme ledere i dag som i 80'erne erklærede kritikere af det sovjetiske diktatur for sindssyge.
Mange russiske og internationale menneskeretsorganisationer har protesteret mod dommen. Det samme har den russisk indsatte regering i Tjetjenien.

Suicide Tactics in Chechnya
GROZNY, fre 27 dec
Den tjetjenske lydregerings kontorbygning i Grosnyj er blevet bilbombet af selvmordsaktivister. Mandag var antallet af dræbte på over 80 og over 100 sårede, hovedsageligt tjetjenere.
Aktionen er den første egentlige anvendelse af selvmordstaktikken i Tjetjenien.
Tjetjeniens folkevalgte præsident Aslan Maskhadov og hans udsending i Europa Akhmed Sakajev, har taget afstand fra aktionen.

Illegal Repatriation of Chechen Refugees
INGUSHETIA, Fri 20 Dec
Rusland er i gang med at lukke de tjetjenske flygtningelejre i Ingusjien og tvinge flygtningene tilbage til Tjetjenien.
Right after the hostage crisis in Moscow late October Russian military began illegal evictions from the refugee camps in Ingushetia. The refugees are forced back to Chechnya. The Kremlin has put Dec 20 as the deadline for completion of the forced repatriation. It is now moved to January.
Den tvungne tilbagesendelse sker midt om vinteren, og det er helt uklart hvor i det ødelagte Tjetjenien, flygtningene skal slå sig ned. FN, Amnesty International og andre internationale humanitære organisationer har protesteret mod den ulovlige repatriering.

Den øverste russiske krigsherre i Tjetjenien, general Gennadi Troshev, blev i dag fyret af krigsminister Ivanov, efter at han havde nægtet at lade sig overflytte til Sibirien. Troshevs "mytteri" giver ham mulighed for at stille op til et kommende, ulovligt tjetjensk præsidentvalg som Kreml er ved at arrangere.
Troshev har været den øverste ansvarlige for den russiske besættelsesmagt i hele Nordkaukasus i 3 år og er en berygtet krigsforbryder.
Endnu en fremtrædende tjetjener død i russisk fængsel

Den tidligere tjetjenske leder Salman Radujev er død i den russiske koncentrationslejr "Den Hvide Svane" i kolonien Perm.
Den 35-årige døde i følge myndighederne af "indre blødninger". Russiske medier og forskellige tjetjenske repræsentanter, mener fængselspersonalet har hjulpet Radujev med at dø.
Tidligere er den tjetejenske parlamentsformand Ruslan Alikhadjiev og sikkerhedsminister Turpal-Ali Atgeriev døde under tortur i russiske fængsler.

A Congress of the Nations of Chechnya is to be held in Grozny. The agenda includes a discussion on a new Chechen constitution and the situation in the republic.
Chechen deputy to Russia's State Duma Aslanbek Aslakhanov earlier invited Chechen representatives to Moscow for such a congress, which was to be held several days later (on December 13 or 16), but the head of Chechnya's Moscow-backed administration Akhmad Kadyrov insisted on Chechnya being the venue.

NATO critizises Russia

At the joint NATO-Russia conference on "The Role of the Military in Terrorism in Combating Terrorism" in Moscow Monday the General Secretary of NATO, George Robertson, critizised Russia's conduct in Chechnya:
"Poorly trained troops who fail to respect civil rights or use excessive force only exacerbate the
problem they are sent to contain." Robertson said with a barely disgusied reference to the killings and plunder of the Russian troops in occupied Chechnya. Massive Russian war crimes have been thoroughly documentetd by Russian and international human rights organizations.
"Robertson also told the conference that troops must learn to "serve as constables and peacekeepers as well as combatants". "The use of disproportionate or inappropriate force in the absence of such specialised training can prove ineffective or even counterproductive," he said.
Besides professional soldiers the Russian forces in Chechnya are composed of badly educated conscripts and short-term mercenaries who supply their salaries with plunder, theft, extortion, sale of corpses etc.
Boris Nemtsov: "THE ZAKAYEV CASE HUMILIATES RUSSIA"

"Those who started this story with the
extradition of Zakayev have
inflicted damage to the country and humiliated Russia," [Union of
Right Forces leader] Boris Nemtsov told Ekho Moskvy radio.
"Is it patriotic to demand extradition of a man who will never be
extradited? The amnesty announced before the Khasavyurt agreements
has been applied to Zakayev and all the charges which is now brought
against him have been dropped. Zakayev is the only separatist who
repudiated [hostage taker] Barayev on 24 October morning and the authorities were
aware of that," Nemtsov said.
Documents which were submitted to Denmark and London show that
Zakayev was involved in the separatists' operations [against the
federal troops] in 1995-96 and there are no documents proving his
involvement in such operations after 1996, Nemtsov added.
He believes that the demand that Zakayev be extradited is an "anti-
state policy aimed at humiliating Russia". "When we will demand that
real criminals be extradited, the West will say that we are settling
political scores," Nemtsov said.
TBILISI, Sat 7 Dec
Georgian police today conducted mass arrests of Chechens all over the capital Tbilisi. The arrests happened without proper arrest orders. All Chechna were photographed and fingerprinted, also in violation of Georgian law.
The leader of the Chechen diaspora in Georgia, Khizri Aldamov, had a heart attack during his arrest and had to be hospitalized.
The mother and brothers of Chechen peace negotiator Akhmed Zakayev live in Georgia. There are conlicting press reports about their arrest or not.
The illegal mass arrests are seen as an attempt by the Georgian authorities to appease the Kremlin who has accused Georgia of sheltering Chechen "terrorists".
After the hostage affair in Moscow in October the Kremlin forced a number of countries to close the Chechen Information Offices, including the one in Georgia.
Military analysts have warned that a Russian attack on Georgia may be under preparation

"Denmark is gradually turning into a "strongpoint" of Chechen terrorists and their accomplices" the Russian Foreign Ministry says in a press release Friday evening
According to the
Russian Foreign Ministry, "Denmark that has recently hosted the "World
Chechen Congress" and the "Chechen Conference" is gradually turning into a
"strongpoint" of Chechen terrorists and their accomplices." The Russian
Foreign Ministry accused Denmark of double-standards policy in combating
terrorism.
The media say that at present, Denmark is celebrating "the victory
of democracy over the remains of totalitarism" but in reality, the Russian
Foreign Ministry stressed, "it is the victory over common sense." "Apparently,
Copenhagen failed to notice that cold war is over and the world is facing other
challenges now, first of all, international terrorism," the Russian Foreign
Ministry recalled.
ZAKAYEV HAS RETURNED TO ENGLAND
COPENHAGEN/LONDON, Fri 6Dec
Chechen peace negotiator Akhmed Zakayev left Denmark Thursday afternoon and returned to London to see his family.
At arrival he was arrested, but shortly afterwards released.
Zakaev's extradition case is appearing in court on Dec 11.

Chechen peace negotiator Ahmed Zakayev has been released and can now
freely leave Denmark, according to the Ministry of Justice. There are no
reactions from the Russian side yet.
The Ministry of Justice decided today that the material provided by the
Russian government as a basis for the Russian extradition request, won't
hold in a Danish court.
An extradition can't take place on the existing basis, according to a
press release from the ministry.
The Ministry of Justice laid stress upon the fact that the provided
evidence - the character and content of the witness accounts, as well as
the circumstances in which they were delivered - can't be regarded as
sufficient.
The ministry has already informed the Russian authorities about the
decision, and Zakayev was simultaneously released from his investigation
arrest at the Police Court.
He can now leave the country when he wishes to do so.

The prolonged detention of the Chechen negotiator of peace Akhmed Sakajev is turning into a judicial scandal: Subsequent to more than two weeks of proceedings for the international public by the Russian and Danish Authorities, the High Court today confirmed the rulings of the Copenhagen City Court on Tuesday:
His detention is extended for another 14 days until November 26th

He is not allowed full information of the charges against him

The European summit with the Russian president Putin as a participant, was moved from Copenhagen to Bruxelles because of the Chechen World Congress that was held in Copenhagen last month.
But Chechnya won't go away. While Putin is in Bruxelles a Chechnya Day will be held, a day of demonstration, hearing and other Chechnya related activities, organised by the Greens and the Transnational Radical Party.
